After Seattle: Agriculture in the Agenda of the Wto Trade Negotiations - The events that took place in association with the Third Wto Ministerial Conference held in Seattle from 30 November to 3 December 1999 triggered a debate that will be underlying the future trade negotiations for which agriculture is, for the time being, one of the few points certain to have a place in the agenda. The article begins by outlining the origins and institutional nature of the Wto, and goes on to analyse the reasons behind the failure of the Seattle Conference, distinguishing between conjunctural and basic problems. The second part sets out the issues most relevant to future agricultural negotiation, beginning with the contents of the agreement signed at the close of the Uruguay Round: market access, reductions in export subsidies and reduction of internal support. The article closes with discussion of a range of more general subjects such as the protectionist use of process and/or product standards, distortions in competition on the world markets, the pro -tection of intellectual property rights and dispute-solving mechanisms - which, regardless of what the future negotiation agenda may include, will inevitably - directly or indirectly - influence agricultural negotiation.
