A Framework Law for Italian Agriculture Facing Globalisation - Italian agriculture needs a new framework law. Traditional support measures are no longer viable; the old legislative framework, which took the farmer simply as a producer of goods regardless of their quality, safety and sustainability, is far away from what we should be doing today. Public intervention has to be ultimately aimed at: protecting consumers in terms of food safety; protecting and enhancing the natural environment; promoting the quality of agricultural production. These goals need to be pursued with a new legislative approach, incorporating a new definition of the agricultural entrepreneur and of the other beneficiaries of agricultural policies. The relation between the public administration and the beneficiaries must be based on a contractual approach.
