Neighborhood Contracts are integrated programs of urban requalification to promote housing quality, employment and social integration in the most deprived neighborhoods with low level of social cohesion. These contracts encourage requalification through the inhabitants participation. The article is about limits and efficacy of these policies in order to create effective participation and to contrast the social exclusion. The risk of this action is to consider only the local aspects of social exclusion and to ignore the macro-structural and political dimension.
