Romano di Lombardia is located near old and new infrastructures structuring the pedemontana metropolis of Bassa Bergamasca, and takes its originality from the intersection of different values. It is a city rich of history and art, with a strong civic tradition; it has a dynamic and varied population that produces services and work; it is a compact context that has preserved its clean shape, even after different expansive housing cycles; it is a water city, crossed by the river Serio and by a dense network of surface waters. The economic and social fragilities affecting part of the population, as well as the territorial ones deriving from a deep housing crisis, do not prevent Romano di Lombardia from playing the role of capital town for a large territory among the cities of Bergamo, Brescia and Cremona.

Keywords: Bergamo plain; urban fragilities; planning in the province of Bergamo
