The PNRR is a document of high vision and allocation of important investment resources for the NHS that must guarantee value within 5 years, to obtain effective financial recognition from the EU and justify the increased debt for future generations. The implementation game has therefore only begun and will last 5 years: a short time in which it is necessary to define the executive planning for each measure, build regional plans, implement policies in the individual local health companies. Success cannot then be taken for granted, requiring great cohesion of intentions, to be pursued with a strong commitment aimed at creating institutional convergence and collaboration. From the perspective described, a group of students of economics, management and health policies, belonging to six universities, decided to discuss the topic, and to try to find a convergence of visions on the future of the NHS (and of the its role in the country’s economic and social policies), to be handed over to the evaluation of institutions and scientific debate. This spontaneous initiative has made it possible to develop implementation proposals on the governance and distribution of the PNRR, on the autonomy and constraints for the regions and their companies, on the development of enabling factors and on the organizational and operational planning of the various missions of the PNRR.
