Attraverso la presentazione di alcuni dati empirici, si illustrano i punti di forza e le criticità delle forme organizzate di finanziamento privato del welfare sociale, mettendone a fuoco le idee, gli approcci e gli orizzonti di senso di chi lo sostiene ed esaminandone i possibili sviluppi futuri.

We report the results of Lavoro&Psiche (L&P), a RCT which analyzes the effectiveness of intensive and personalized support - provided by professional operators named coach - on the probability of mentally disabled people to take up paid work. The result of the intention-to-treat analysis, which measures the effect of receiving the offer of service, shows a difference - not statistically significant - by 5 percentage points between the employment rate of patients assigned to the coach and that of control patients. A different interpretation analyzes L&P as an Randomized Encouragement Trial in which a particular treatment (the traineeship) is being actively promoted by the coach only to a subset of users. With this analysis, having done a traineeship increases the likelihood of obtaining an employment of 18.5 percentage points. It is possible that, for the mentally disabled, the traineeship can be an effective gateway into the labor market.

Obiettivo del volume è analizzare le politiche sociali e le loro implicazioni per quanto attiene al tema dei diritti sociali di cittadinanza, con particolare riferimento a tre aree prioritarie (famiglia e infanzia, invecchiamento attivo, immigrazione), al fine di individuare principi, metodologie e pratiche innovative, nonché gli esiti prodotti nei contesti sociali.

L'analisi dell'efficienza tecnica nel settore della sanità. Un'applicazione al caso della Lombardia

The paper measures the technical efficiency in the health care industry. Our aim is twofold: on one side we have a methodological goal, while on the other we want to apply different methodologies developed to measure technical efficiency to a set of empirical data; moreover, we want to explain different efficiency levels of hospitals located in Lombardia. After proposing a brief review of the most important measures (Debreu-Farrell, Shepard’s distance function) and methodologies (dea, stochastic frontiers) in the measurement of technical efficiency, we survey the recent empirical literature on efficiency assessment in the health care sector. We then apply efficiency estimation techniques to a cross-section of public and private hospitals in Lombardia. Our results show that dea efficiency scores are not robust to different model specifications; moreover, efficiency measures obtained with dea and with the alternative stochastic frontier approach show high levels of correlation only when input and output are defined in the same way. Second stage results are more controversial. There seems to be a direct relationship between technical efficiency and firms’ dimensions. Moreover, we found no evidence to support the hypothesis of structural differences in efficiency between nonprofit private hospitals and public hospitals.
