Global Civil Society. Shadows and Light - This essay comes in two sections. First, the various definitions of « global civil society » found in the contemporary debate are examined, as well as some theories thereby inspired. In its most widespread meaning, the expression « global civil society » designates a heterogeneous set of movements and associations, transnationally organized, that are held to represent the dawning of a « global public sphere ». The second section of the essay discusses some empirical cases regarding the actors of global civil society: the coloured revolutions in eastern Europe, the no-global demonstrations in Seattle and Genoa, the social and humanitarian interventions of international NGOs. Extremely diversified results can be registered: spontaneous groups and organisations with clear-cut management styles, associations grounded on voluntary or professional work, protest movements and NGOs advising the WTO or the EU. Governance-focused theories look with increasing interest at these actors, since they seem able to reduce the legitimacy deficit that affect international institutions. The author expresses some critical considerations on this issue, stressing the risk that subaltern cooptation at the service of politics might prevail in the associations of civil society.

Tre concetti di società civile. E un'eredità difficile da raccogliere

The scholarly debate on civil society has taken off in the last two decades, on the background of movements and ideologies, which are ispired by this idea. However, scholars disagree both on the definition of the concept and what may be labeled under it. This essay illustrates and discusses three contemporary theories, focusing on three distinct concepts of civil society, which can be held to be representative of the variety of meanings the word deploys today. If Adam Seligman uses the expression to designate an ideal model of the good state or society, John Keane, who is closer to the teachings of Marx, has it standing for a non-governmental system of socio-economic institutions, chiefly molded on nonviolence. In the work of Jean Cohen and Andrew Arato, civil society is defined as a non-governmental and a non-economic sphere of social interactions, and identified with a segment of Habermas’ « World of Life » [Lebenswelt]. What holds these various authors together is that they tend to use the notion in a generally normative sense. The essay analysis and discusses the various definitions and re-definitions, considering their plausibility and coherence with the aim of renewing democracy and socialism, an aim embraced by some of these authors.

Norberto Bobbio e le promesse non mantenute della democrazia. Vent'anni dopo

The essay goes throug Bobbio’s famous book twenty years later it was first published. The six «unfulfilled promises of democracy» (individual’s sovereignity, primacy of political representation over representation of interests. defeat of oligarchies and hidden power, mutiplying of self-government areas, education of citizens) are analyzed at the light of a crucial question: was it good or bad that democracy did not fulfill it promises? Rousseau, Bentham, John Stuart Mill’s ideals, which Bobbio takes as a point of reference to reflection on contemporary democracy’s disfunction, may still be shared by XXIst century democrats? The answer is not a simple one. Some promises could not possibly be kept and consequently they cannot be included in the normative model of democracy for our times. Other ones, such as those linked to the defeat of hidden power and money’s oligarchies, can not be divided from a conception of democracy like the one put forward by Bobbio, «minimal» but demanding at the same time.

The essay is made of two parts. The first criticizes the ethnical and nationalist interpretations of cultural community present in contemporary debate. To this end the Author introduces the notion of Çimagined communityÈ put forward by Benedict Anderson suggesting, with A. Appadurai, to delink it from the nation. In the globalization era, in fact, the whole world or at least large parts of it, can be thought of as an Çimagined communityÈ. The second part analyzes the paradoxidal survival and proliferation of Çlocal imagined communitiesÈ, next to global ones, a fact explained recurring to the three types of arguments based on the concepts of security, recognition, freedom.

La carta dei diritti fondamentali dell'Unione Europea. Un analisi teorica

In this essay the Nice Charter is read through the lenses of modern constitutionalism history. After discussing the Preamble, going through the theoretical debate over the controversial issue of European moral and spiritual heritage, the author examines the Charter as far as its formal structure is concerned discussing the validity of the new criterion introduced to group rights, one which apparently goes beyond the traditional tripartition (civil, political and social rights), being based on four values and two principles. The thesis put forward is that this is a mainly formal innovation since behind the re-ordering by values we find two classical classifying principles: an objective one, based on the different content of rights, and a subjective one, which points to those who are entitled to these rights. From the combination of these two criteria not always applied in a consistent fashion, inconsistencies come up.

Ancora sul concetto di comunità: Andrè Gorz

The notion of community - which in recent years has become again a key-concept in political philosophy - is generally associated with and anti-individualistic worldview, strongly challenging the fundamental values of modernity. Gorz rather conceptualizes the "hot" sphere of communitarian relationships - with no market or state involvement - as the freely chosen sphere in which individuals develop their autonomy, opposite to the "cold" sphere of systemic and functional integration, within which subjects appear as parts of a bigger mechanism. The essay analyzes Gorz's position on these issues, comparing it with Habermas' and with the theses of communitarians such as Michael Sandel and Charles Taylor, pointing out original and problematic traits.
