Monitoraggio: valutazione di processo. Lezioni dell’esperienza - The weakness of forecasts, particularly in a world in rapid transformation, requires a frequent reassessment of the projections on which a program rests. Point-in-time evaluations (ex ante, ex post, at completion and in operation) provide snapshots of situations while monitoring, at different levels, gives a continuous reading of progress and a more intimate understanding of the program, of the executive machinery, of the structural and overriding factors and of the powers underlying the program, allowing improvements to be made while the program is underway. Mechanical utilization of indicators is criticized while appreciating the knowledge input of indicators’ banks. Three items are proposed for debate to the Italian evaluation community about the dissemination of monitoring practice in Italy and in emerging economies.
