abstract={ The author lists the most significant data with regard to Spain’s transformation, in less than twenty years, from a country of emigration to a destination for immi-grants. He analyses the evolution of the legal tools put in place by Spain’s immi-gration policies (which he considers to be inadequate and insufficient), especially in the light of how they relate to the underlying principles of EU immigration pol-icy, and criticises the errors in that policy’s basic premises, together with its failure to correspond to the principles of the rule of law and a plural and inclusive model of democracy, as the democratic management of the multicultural societies in the European Union would demand.}
