This work analyzes the entry into force of the Lombard Regional Law n. 23/2015 from an "internal" perspective, focusing, among the many organizational aspects involved, on human resources and in particular on a very complex and fascinating subject, but also delicate, such as the human resources evaluation. In particular this project work, after making a brief overview of the L.R. 23/2015 - for the administrative areas that interest us here - and on the issue of human resources evaluation, analyzes the new staff assessment system that ATS Insubria (Health protection Agency for Insubria area) introduced since 2017, trying to highlight its innovative aim. The attempt is to combine a modern, agile, simple and shared system with the stringent, theoretical construct that supports it, in a logic of re-use of information technologies and synergies with other ATS.
