The article discusses the issue of "development rights", considering three main questions. First: what is the relationship between development rights and the right to own land (i.e. is the development right a government "licence", or does the government simply introduce "restrictions" upon a pre-existing right to use the land)? Second: must we recognise development rights according to the "same ratio" (e.g. X cubic metres per each square metre) for all types of land, or is it better to introduce "different ratios" for different classes of land (X cubic metres in class-A areas, Y in class-B areas")? Third: is it better to have "fixed" development rights, or "transferable" developments rights?
