The current Italian administrative reforms aim at a comprehensive evolution of the traditional organization and procedures, to achieve the goal of a more efficient and effective public administration, according to the contemporary attempts carried out in the advanced countries all over the world. These attempts, inspired by the New Public Management philosophy, largely use the rules of the managerial revolution of this end of millennium. In this context, the ministerial legislative sectors, and the ministers departmental staffs in which traditionally they are included, are interested by a legislative reform that is largely incoherent, due to the burden of a tradition that makes nearly impossible any radical and impartial renewal of the ministers departmental staffs.
