La comunicazione pubblica partecipata e contestuale: indagine per lo sviluppo dell'U.R.P in un'azienda sanitaria locale (di Gea Ducci) - ASBTRACT: From a constructivist point of view the concept of public communication can be interpreted like a communication of general interest and the specific area of the institutional communication can be outlined. With reference to the theory of the close/open systems the public administration is a system proactive towards the environment. In this prospective the relationship with the citizen is interpreted by means of the interactive paradigm of communication and of a organizational pattern suitable to handle levels of increasing complexity (reticular); this fact involves the overcoming of the transmitting paradigm and of the bureaucratic-Weberian model which has been characterising the Italian public administration. The URP (public relation office) becomes a communication net that links inner and outer environment, a tool for integrate communication and organizational ri-orientation. But the relationship between URP and organizational system gets problematic. The new structure should be built by starting from the context and then acquiring data about the socio-communicative dynamics specific of any reality by gathering the opinion of the involved social actors, in particular the employees. The research has been carried out in a ASL (local health service) in Marche according to this assumption.
