The problem of measuring and evaluating the administrative activities is not new, and it is not by any means an easy one. Domenico Repetto analyses the attempt recently made within the Ministry of Labour to utilize work measurement in order to distribute a monetary incentive among the employees, on the basis of the relative performance of the various offices: He describes the process, which has had a consultative character as well as the beginning of the program, which has lasted only six month. This fact has been due to various difficulties, among which Repetto mentions those of cultural character (the employees were accustomed to receive an incentive which was the same for everybody) and those of organizational character (the lack of an operational unit for making the necessary calculations).
