The article seeks to explain the special nature of the right of legislative initiative provided by the Lisbon Treaty for the European citizens, then dealing with the content of the implementing regulation that governs the collection of one million signatures needed to invite the European Commission to present a proposal for a European law. In particular the article analyzes the main differences between the draft text of regulation made by the European Commission and the one officially adopted on the 16th of February 2011. The author is of the opinion that the new instrument could become at European level as effective as similar existing instruments at national level, especially if, as seems likely, the European Commission will comply with the practice followed so far in regard to legislative requests received from Member States and other European institutions (Parliament and Council) or lobbies.
