The article presents the development of an evaluation model for front-line public communicators in organizing and communicating events of public administrations. The article develops firstly a case study, emphasizing innovative, continuity and critical aspects of this particular communication process and of the organization enacting it. Secondly, reasons and criteria underlying the construction of the proposed model are discussed. Finally, the communication model is presented along with the underlying cognitive frame.
