The theme of power is perhaps the most dramatic issue that society must face. It is inevitably so, because society imposes an organizational and institutional process summoning the idea of a government in which not everyone can participate, with the resulting difference between the “governors” and the "governed". The latter may in various ways express their consent and dissent, in a process traditionally considered as democratic. Considering the increasing importance of individual identity through history, new demands are involved in the democratic process, and government itself takes on a general, if not generic, dimension; with a series of dilemmas that needs to be addressed and that prove to be fundamental for the future of the democratic "discourse".
