Collaboration and Knowledge Transfer Between Public Bodies and Enterprises: The Situation in Europe This paper aims at investigating collaborative relationships among enterprises, universities and research organizations, promoted by the public sector to create, share and spread knowledge. The joint projects funded by the European Union Framework Programme for research and technological development exemplify these particular forms of collaboration. The hypothesis behind this paper, confirmed by empirical evidence, is that the links activated within these projects will stimulate the creation of knowledge in the countries participating in the Framework Programme, thanks to the flows of knowledge that they activate directly and indirectly.
