The capability approach as a critical yardstick for the employability paradigm

L’approccio dell’employability, che influenza da due decenni il dibattito sulla riforma dello stato sociale in Europa, considera l’investimento nel capitale umano come lo strumento per accrescere l’empowerment individuale e la soluzione a una serie di problemi sociali quali la disoccupazione, l’esclusione e la disuguaglianza. L’obiettivo del presente articolo e di mostrare come tale approccio non solo sia insufficiente per raggiungere gli obiettivi dichiarati ma che esso costringa le politiche sociali entro una logica riduttiva puramente economica. Tramite l’approccio delle capacita di Amartya Sen, si cerchera di mostrare come sia necessario ampliare la base informativa delle politiche sociali oltre l’employability per arrivare a mantenere le promesse di un enabling welfare state. Questo implica il superamento dell’antropologia del capitale umano e l’allargamento del fondamento della cittadinanza sociale oltre le capacita produttive individuali.
