The author analyses Law 124/2015 on public administration reform and public employment relationships and puts it in relation to the reforms of the past and to the parallel sectoral reforms of public authorities (local authorities and schools), of employment relationship in private sector (the so-called Jobs Act) and of the Constitutional Charter. In particular he believes that in the field of public managers and public employment neither the first highlights of the legislative decrees nor the contents of the delegation, lead to predicting rapid and incisive interventions focused on the real problems that in Italy over the past decade have made increasingly difficult an effective administrative action. On the contrary, one can observe an approach characterised by the continuous devaluation of public employment that is of dubious accordance with the constitutional principles revisited, even recently, by the Constitutional Court.
