Partendo dalla condivisione della necessità d’includere i cittadini all’interno dei processi di formazione delle scelte pubbliche, il saggio cerca di presentare l’uso di alcuni software open source per facilitarne l’inclusione. Dopo una discussione teorica dell’e-planning ed e-participation, sono presentati software di collaborative mapping e Public Participation gis, blogs e social media, sistemi di supporto alle decisioni e analisi e simulazione spaziale che rispondono alla necessità di essere integrati in un processo di piano strutturato nelle seguenti fasi: percezione del problema e della necessità di un’azione; formulazione e discussione delle alternative; scelta;
