The authors analyse outsourcing in the public service, through a case study of outsourced workers at the Federal University of Bahia. They discuss how, in the context of globalization, the neoliberal state transformed the work of the public servant. They describe the origin and regulation of outsourcing in Brazil and in the State of Bahia. They present the results of research carried out at the Federal University of Bahia, Brazil, in 2015, that involved outsourced workers in the areas of cleaning, concierge and surveillance. The data sources used were the management reports of the University and interviews with the workers, whose information allowed to draw their profile and the illustration of indicators of working conditions, labor rights, work environment, initiatives for compliance with their rights in the context of a weak trade union organization.
