The so-called touristic derogation from anti money laundering threshold has been again increased by l. 145/2018 from 10.000,00 to 15.000,00 euro; such law has also extended the application of the touristic exception to the debtors who have extra-Italian citizenship. At the contrary, the planned modifications of the general maximum amount of cash transfer are expected to follow a decreasing lane: the decree-law n. 124 of 2019 (converted into the law n. 157 of 2019) admits cash transfers from one person to another, in absence of any traceability, only by the threshold of 2.000,00 euro since 1 July 2020 until 31 December 2021 and 1.000,00 euro since 1 January 2022 onwards. As for the non deniable electronic payments, the lack of approval in 2018-2019 of the inter-ministerial decrees containing the sanctions applicable in case of refusal of the creditor has been connected with a new legislative policy expressed by l. 160/2019: such law is oriented to grant advantages to the consumers who decide to extinguish their pecuniary obligations by using electronic payment instruments.
