Reacting to post-event challenges: reflections and operational proposals This contribution focuses on a key phase of the post-disaster management cycle: the post-disaster recovery, placed between the end of the emergency and the beginning of the reconstruction phase and, so far, poorly explored and regulated, especially in Italy. In detail, the evolution of the meaning and role of this phase has been examined in relation to the evolution of the resilience concept; then, based on the scientific literature and on previous experiences, the peculiar features and needs that emerge at this stage have been outlined. Finally, some recommendations and operational proposals, aimed at increasing the effectiveness of this phase, have been provided. Recommendations and proposals are particularly addressed to ensure the preventative planning of post-event recovery, to innovate current governance models, and to identify the main tools to be introduced in order to allow a rapid transition towards reconstruction.
