The essay explores the so called “prerequisite of associated core functions” within the SNAI procedures as a possibility for revamping supra-municipal territorial planning in the debate and disciplinary practices. In particular, the paper analyzes the few Inner Areas that have chosen the territorial planning as a core function to be associated, identifying issues that seem to explain resistance and limitations of inter-municipal planning, inside and outside the perimeters of SNAI.
