The aim of the study is to consider the effect of the new sequence between structural and operational plan - widely adopted in lots of Italian regions - on the implementation of the development rights equalisation method. Some plans put the emphasis on the strategic component of the structural plan, delegating the tasks related to the development of the equalisation principle in the operational plan; others, conversely, promote the centrality of the structural plan and place in it all the relevant decisions concerning the development rights equalisation method. Both models have significant limitations. The solution can be sought in planning choices that combine flexible rules, able to adapt to the evolution of the social and economic changes, and yet able to set the cornerstones of the equalisation method.
