Reconstruction following emergencies of different origins requires today an understanding of phenomena on a global and local scale. On the one hand, the references to a global scenario of economic models and actions and on the other, the understanding of the opportunities of each area and of its settled community constitute two poles within which the reconstruction processes gravitate. The need to include the differences that emerge from the relationship with the geographical context, its historical sedimentations and the construction of specific development trajectories is central to processes that require a minimum degree of uniformity.
