The paper will go deeper upon the case of the organizational innovation of the Voluntary Jurisdiction, a legal institution that primarily concerns protective measures in support of disabled and elderly people. Such measures are required by citizens themselves, most of times without legal representation. In the paper is presented the case of the project of Monza Court, one of the most successful laboratory of reorganization and change management in these ambit. This is a case of radical redesign of interinstitutional processes of legal protection and provision of welfare services to a weak population gained through a large participation of governing bodies and volunteers. Tangible results were the elimination of backlog, the reduction of waiting time for citizens and lawyers, the elimination of trivial activities with concentration upon more critical ones. Socio-organizational results were the increased cooperation among prosecutors and judges and chancellors in the interest of the speeding up processes; the increased confidence that change may occur also without new laws or additional resources.
