In the community of evaluators there is a strong dissatisfaction concerning the impact of their activity on the system being evaluated, as well as the consumers of public services maintain their dissatisfaction with the quality of services received, despite the publication of several evaluation reports. The models commonly used to evaluate and improve the quality of education systems, respectively based on output or process evaluation, provide important elements in this respect, but present also significant weaknesses. It is necessary to find ways of integrating these two approaches, as indicated by the model taken as a reference by the recent Recommendation delivered by the European Union on vocational education and training quality assurance.
