Polis and educational policies for an educational community. School arises and delivers from the concept of citizenship. That is how they develop public education worldwide and in Italy too. Since 1859 till today school has made great strides toward the inclusion, but some big questions remain open. First of all the vicious circle between poverty and education poverty: Polis boundary lines are still determined by education. It is necessary to build a real educational community in the risk area, able to take charge of any child or boy precociously and efficaciously, consolidating early and well the minimum learning of citizenship. Finally, today the school must teach to explore the global Polis and to go around the world. To give better perspectives to young people in a country blocked and weakened by crises it is necessary. The very future of the Polis is running in these areas
