The Urban Master Plan (PGT) of Milan, introduced an unusual type of town planning equalization, called "widespread", which allows the spending of all development rights generated by restricted land in every site of the city, regardless of the area from which they were generated and their respective value. This is an inventive matter, without precedence in any regulation or previous planning experience. The expected negative outcomes - economic and legal - of implementation of this institution are highlighted in regard to citizens’ rights, developers’ operations, city planning, and management of the municipality.
