What kind of Europeanization? How EMU is changing National Industrial relations in Europe

L’articolo tratta le relazioni fra la creazione e il funzionamento dell’Unione Economica e Monetaria (UEM) e i sistemi di relazioni industriali ai livelli nazionale e sovranazionale. Esso illustra le caratteristiche principali del regime macroeconomico introdotto dall’UEM e identifica le pressioni per il cambiamento delle relazioni industriali derivanti da questo nuovo assetto economico, istituzionale e di politica economica e sociale. Sono individuate tre fasi nel percorso di adattamento delle relazioni industriali all’UEM, con una diversa caratterizzazione rispetto alle tre linee potenziali di evoluzione identificate dalla letteratura (Americanizzazione, Europeizzazione, Rinazionalizzazione). In particolare, mentre le prime due fasi negli anni novanta e primi duemila potevano giustificare un moderato ottimismo per la ripresa dei patti sociali e l’emergere di elementi di Europeizzazione, la crisi e il rafforzamento della governance economica europea, specialmente dal 2011, hanno portato in modo più chiaro verso l’indebolimento delle relazioni industriali e uno scenario di integrazione negativa/Americanizzazione. Tuttavia, le nuove iniziative della Commissione Juncker segnalano aperture nell’interpretazione delle regole fiscali esistenti. Insieme alle politiche monetarie espansive della BCE, queste novità possono consentire aggiustamenti e rettifiche delle politiche, e sviluppi nelle relazioni industriali potenzialmente diversi dall’Americanizzazione. Resta da vedere se tale opportunità sarà sfruttata ai livelli Europeo e nazionale.
