This paper focuses on the subalternity of the African cities and analyses it through three main steps: the subaltern city, the subaltern urbanism and the subaltern citizenship. Discussing the relationship between hegemonic neoliberal urban planning and subaltern groups’ practices of city-making, this paper wonder about the kind of political citizenship that is taking shape in African cities in a context of neoliberalism. In the postcolonial African city, following entrepreneurial urbanism perspective, local authorities have undertaken projects to uplift the city to global standards and transform them into competitive cities, which implies processes of formalization. In order to understand these dynamics, we analyze the displacement of slum dwellers by a slum upgrading program in Nouakchott (Mauritania)
