The paper traces the story of the second Social housing plan (peep) of Rome, born in the early 1980s as a tool to respond to housing demand of the city. The plan also intended to modify the city expansion and redevelop existing urban fabrics (including illegal ones) by remedying the lack of services. The public areas are considered as barrier to building speculation. The need to remedy to an unregulated urban growth led the public administration to upload the peep for additional purposes. In the years after, the lack of reflection on this approach within the implementation phase leads us to read this experience as a ‘deformed mirror’, where some weaknesses both of Italian planning and local urbanism reflect.
