The Author examines the parliamentary records relating to the ongoing process of Italian Unification between 1848 and 1861, focusing on the different approaches of the Whigs and the Tories. In examining the speeches in the House of Lords and in the House of Commons by Whig leaders such as Palmerston, Russell, Gladstone and others the Author concludes that they were in support of the creation of a single nation in the Italian peninsula, at the centre of the Mediterranean. In fact to attain this goal they were prepared to jeopardize the European balance of power that had emerged in Vienna in 1815. The Tory position, on the other hand, as expressed by Disraeli, Derby, Malmerbury and others, often echoing the views of the monarchy, was in fact opposed to the actions of Italy’s patriots, while keen to maintain close relationshi0ps with the Austrians, with whom they shared an hostility towards the French. The two factions, while undoubtedly differing sharply at different stages of the Italian process of unification, nonetheless, according to the Author, held the same purpose of pursuing an imperialistic policy.
