This article tries to analyze the Order of October 30, 2020 approved by the National Security Council of Spain in order to establish a procedure to fight against disinformation. In this sense, a constitutional methodology is used to consider the changes that the internet and, especially, social networks, have caused in the communication paradigm, taking the infodemic caused by COVID-19 as the closest reference. This is the context that explains the October Order, which can be understood as an affirmative answer to the question of constitutional roots about whether the public powers have to react in matters of disinformation. However, many doubts remain about the concret measures of the intervention.
