The "do no significant harm" principle quickly established itself in the European context and became one of the parameters conditioning access to funding from the Next Generation EU. The contribution, starting from the analysis of the reference discipline, reconstructs its essential characteristics and, highlighting similarities and differences with respect to other tools placed to protect the environment, offers a first legal framework of the underlying assessment. Also due to the ambiguity of the reference discipline, the application of the principle, although it contributes to the definition of the economic role of the European institutions, presents significant problems which are also declined as a function of possible rationalization interventions.
