Since 2016, municipal investments have continued to grow and a large number of infrastructure projects financed by the PNRR are expected in the coming years. The municipal administrations will be in charge of their management. However, not all Municipalities start from the same endowment of infrastructures on their territory, therefore for an adequate allocation of resources it is necessary to esti- mate the fixed capital currently available to local authorities. Using the permanent inventory method and the investment expenditure of the Lombard municipalities referring to the period 2000-2019, the public capital stock was reconstructed at the municipal level for Lombardy. Through a simple regression model, we are shown how the stock of infrastructures is strongly determined by the population and by some «socio-economic and territorial characteristics of the municipalities, such as the per capita income, the altitude, the kilometers of municipal roads and the pres- ence of areas with high hydraulic or landslide hazards. Finally, we estimate the stock of standard infrastructures and highlight how very small (<1,000 inhabitants) and large (20,000 inhabitants) municipalities have an infrastructure deficit compared to the standard.
