Starting from the results of a survey that has involved the local committees’ participants, this paper discusses activation forms, rationales and perspectives. It proposes to look at this situation as not a simply an environ- mental conflict, but also social, calling into question redistributive issues, and the general demand for a greater attention to the territorial social values.
