The participation of workers and affected communities has been identified as a key element in Just Transition processes. Moreover, the literature of Environmental Labour Studies has investigated some of the contextual conditions and reasons why trade unions sometimes oppose or delay ecological transitions, and other times support them with a transformative role. This paper analyses a case of coal energy transition in Italy with strong “bottom-up” participation, the Enel coal-fired power plant of Torrevaldaliga Nord (Civitavecchia), in which trade union protagonism played a major role. It seeks to shed light on the processes through which this protagonism has developed, enabling a social negotiation in the territory with the institutions in the direction of a Just Transition, thanks to the essential contribution of two main factors ‒ the valorisation of cooperation with diverse experts and knowledge, and the coalition between trade unions and environmentalist organisations ‒ focusing in particular on a pivot year, 2019. This essay represents a work in progress, presenting some results of an initial phase of field research that collected 33 semi-structured interviews.
