On what we could call "the men of the decade of preparation" and on their role the historiographical debate has always been focused. From this debate, however, a figure is completely missing: that of Luigi di Borbone, better known as the Count of Aquila. The image that has been handed down to us is that of an inept placed in charge of the best Italian Navy and an indolent person without a political position. An image arrived almost intact until today. The presumed reactionary conspiracy of summer 1860 of which he was accused, crossing a series of sources and considering it from a federalistautonomist point of view, could take on a different meaning, that of a political position in antagonism to another type of solution of the Neapolitan crisis that was increasingly taking hold in those months, the unitary-annexationist solution.
