During the Fascist Ventennio, Arturo Bocchini, chief of the State police, played a patron’s role towards the province of Benevento, acting as a mediator between local institutions and national organs. Between 1928 and 1929, Bocchini took control of local institutions, including the Fascist National Party, by appointing trusted individuals as their leaders, and until the mid-1930s he exercised almost uncontested hegemony. Later, he had to compromise with the party, which, during Starace’s tenure as secretary, was less willing to accept the patronage and had an invasive presence in society. Nevertheless, Bocchini continued to play a major role in the politics of Benevento. His hegemony was even more pervasive in the area around San Giorgio del Sannio, Bocchini’s birthplace, which he and his family administered almost like a private property. Bocchini’s story is a peculiar case of the dialectic between State and party that, as is known, during the Ventennio produced conflicts in many provinces.
