The World Health Organization major strategic goal of "Health for all by the year 2000" cannot possibly be achieved without implenting an appropriate educational project for health personnel at all levels.

This publication reports on the highlights of an International Consultation jointly sponsored by WHO Regional Office for Europe, the Italian Ministry of Health and Fondazione Smith Kline, a WHO Collaborating Centre in Health Manopower Development in Italy. The Consultation was held to define an educational policy for all European health professionals wishing to become an active force in pursuing the targets of Health for All. The basic elements in this policy were identified as: training in teamwork; multiprofessional and interdisciplinary cooperation, continuing education, problem-solving approach and community involvement in health problems. Also, health manpower will need to shift from their present, essentially disease-oriented attitude to a health-promotive, disease-preventive attitude.

Multidisciplinary programmes are especially important within the framework of an educational policy for HFA that may come to include interfaculty education. Thus, the proposed policy will also deaf with such themes as the relationship between man and society or health and cycle of life; bioethics; health economics; behavioural sciences; management techniques; organizational and legal aspects of health care and many others.

While applying in particular to all categories of health workers, this report is addressed to everyone involved - either directly or indirectly - in health care systems and, hence, in the strategy of HFA.
