The concept of "Educational Poverty" brings together the various causes that create "deprivation of the opportunity to learn, experiment, make abilities, talents, aspirations flourish". In 2014, a group of researchers built, with Istat, the educa-tional poverty index (IPE), which describes the phenomenon from a multi-dimensional perspective. The notion of educational poverty is also the result of a cultural, scientific and political battle that considers the promotion of the rights of children (see articles 28 and 29 of the New York Convention) in the perspective of social capabilities. In this perspective, it is necessary to reach educating communi-ties based on stable alliances for the promotion of life skills, to combat exclusion and inequalities in the educational field.
