This essay examines the Italian military occupation of a particular territory of the Mediterranean Fascist new order, that of Montenegro. The analysis of the archival documents shows that a complex conflict of jurisdiction between different military forces with their own hegemonic ambitions influenced the occupiers’ repressive action and affected Italian anti-guerilla measures. The essay studies the professional qualification of the officers in command of the units, and the mechanisms that drove the actions of the entire repressive Italian apparatus, in order to offer a qualitative analysis of the violence implemented by Italian troops during the occupation of Montenegro. The historiographical contribution of this work is represented by the argument that repression in Montenegro served as a model for the following anti-partisan operations carried out in the Balkan area.
