The so called "differentiated regionalism" under art. 116 paragraph 3 of the Constitution poses a number of important interpretive and implementing issues. The proposal put forward by the Emilia-Romagna Region, because of its peculiar characteristics, may perhaps help to identify a reasonable model of implementation of the process. The essay explains the reasons and the distinctive elements of this proposal, verifying its consistency with respect to the general conditions and limits that the Italian system admits a form of asymmetrical regionalism.
