This article is aimed at emphasising the way in which China’s opportunities, related to economic development and to the capability of competing on the advanced market of capitalism, have been radically modified by two main factors: a) the nature of the technological know-how that belongs to the capitalistic enterprises; b) the intimate connection that occurs between the innovation potentialities development and the human capital education, which is more and more regarded as being the fundamental production force of economic development. The analysis of the policies that are being promoted by the Chinese Government on an educational plane pointed out both the necessity of overcoming the delay that has been accumulated in this sector and the importance of the opening towards international relationships which is going to be achieved, in a manifold way, according to the labour forces training and to the technological co-operation too.
