In the last years, the "electromagnetic pollution" case has pointed out a new formula for the processes of policy making, scientific assessment, informative network, but, above all, citizen action. Analysis starts from the concept of "incommensurability" in order to study this emblematic example of the increasingly numerous social problems where a difficult agenda setting in cognitive and formative interventions coexists with the social actors’ attempt to defend their own interests. These intractable controversies characterize a governance process, pointing out the "voice from the bottom" as an input for the institutions to prevent future danger. This is based on a sense of responsibility, long-term planning, multidisciplinary decision making, limitation to scientific certainty, willingness to overcome value pluralism.
