This paper takes into analysis the elements of the regulatory process of natural gas sector, starting from the theoretical basis in the economic literature to reach an analytical observation of tariffs’ determination methods. Why to regulate a market? Which model to choose between rate of return regulation and price cap? The quantification of tariffs follows the primary purpose of regulation, that means achieving the efficiency in natural monopoly services, such as transport, through a fair determination of tariffs and competition in the de facto monopoly sectors, such as distribution, to offer effective benefits to all consumers. The most important regulatory tools and tariffs’ monitoring methodology that have been adopted are the price cap and ROR. From the analysis of these two instruments, highlighting the positive and critical aspects, it is possible to understand in what area the elements of accounting and finance, which are the reasons for the choice, are operating.
