The events which marked the start of the reconstruction of the North of the country after the Liberation had Roberto Tremelloni in a leading role as the head of the most important public board operating in the economic field, the Consiglio Industriale dell’Alta Italia (CIAI, Industrial Council of Northern Italy). The former fascist Ministry of Industrial Production, with its dependent Industrial Committees, in addition to being a managerial tool during the difficult transition from wartime to the post-war period, became the heart of a new long-term project. The Industrial Committees of the different productive branches were supposed to coordinate the distribution of the extremely scarce raw materials in order to achieve objectives in line with shared political programs. Most of all, they could even play a role of regulators of production according to a general plan, in conformity with the modern guidelines of political economy already adopted in the most developed countries. The epiphany of a collaboration between the technocrats and the politicians, however, was soon doomed to failure, clamped in the vicelike grip of contrasting interests.
